Meet Our Team

Colleen Hawkinson, Executive Director

Colleen Hawkinson joined the Dupont Circle Business Improvement District as its first Executive Director in August 2018. She has 20 years of experience in urban planning focused on economic development, consensus-building, and infrastructure planning that prioritizes pedestrian and cycling safety.

Most recently, Colleen managed the Strategic Planning Branch at the District Department of Transportation (DDOT). In this role, she prioritized funding for transportation projects and oversaw a team of eight planners focused on neighborhood studies, corridor plans, and environmental documentation. Colleen was the project manager of moveDC, DDOT’s long-range transportation plan. She was awarded the Women in Transportation Seminar’s (WTS) Innovative Transportation Solution Award in 2014 for her leadership of moveDC. Prior to working at DDOT, Hawkinson worked in the nonprofit and private sectors and will bring her well-rounded expertise to the iconic Dupont Circle neighborhood. She is a graduate of the University of Virginia with a Master’s in Urban and Environmental Planning, and a member of the American Institute of Certified Planners (AICP).

Kayla Brown, Marketing & Events Associate

With oversight from Executive Director Colleen Hawkinson, Brown will manage the organization’s brand and marketing efforts to elevate the profile of the neighborhood for visitors, tourists, potential residents, and investors. Brown will oversee the delivery of integrated marketing plans across all channels, while engaging with local residents and property owners to host events that further position the iconic neighborhood as a cosmopolitan and welcoming gathering place.

Prior to joining the Dupont Circle BID, Brown worked as a small business consultant for the Small Business Development Centers, managing an account of varying start-ups and existing businesses by providing social media training, designing search engine optimized websites and developing marketing plans. Most recently she was the digital media manager for the IT consultancy company Converged Network Services Group, where she implemented and managed the launch of the company’s new website, as well as the consistent execution of monthly events, digital marketing campaigns and content writing. Brown earned both a bachelor’s degree in integrated marketing communication, and a Master of Business Administration from Winthrop University in Rock Hill, South Carolina. Contact Kayla:
