Complete with polka music, an abundance of coffee and pastries to keep you warm, VIP celebrities making surprise appearances, and much more, the excitement starts at the fountain in Dupont Circle. The main event—Potomac Phil's grand emergence—kicks off precisely at 8:30 AM.
